Description
The report advocates Contraction & Convergence as the most effective and equitable international solution to the climate change problem. Although the report details a strategy to curtail fossil-fuel based greenhouse gas emissions for Britain, it is necessarily part of an international process. No single country can ‘save itself’ from climate change. The atmosphere is a shared resource and climate change is a global problem. The solution must therefore be a collective one, which can only flow from a binding international agreement, a clear global framework. The only feasible basis of such an agreement is through a fair allocation of per capita (per person) emissions under a global cap.
